On September 6, 2018 at approximately 9:04 a.m., Officer Eduardo Solis was on patrol in the 900 block of the Rail Trail near H Street. Officer Solis observed two men in a vehicle chasing a man on a bicycle. The men in the vehicle told the officer they were following the man who had just stolen a bicycle from outside a local business.

Sergeant Ivan Mendez stopped Tommy Dean Raney, 57 of Fresno as he was fleeing on the bicycle. Raney apparently stole the bicycle from the owner as he was paying a utility bill at the business. Raney was charged with theft and possession of a prohibited weapon.

Raney was booked into the Los Banos Police Department Jail on charges of possession of a dangerous weapon and theft. Raney remains in custody at the John Latorraca Correctional Facility in lieu of $20,000 bail.
